HANDICAPPING AND SCRATCH SCORE
HANDICAPPING
On 1st February 2004, the LGU Handicapping System ceased to exist and the CONGU Unified Handicapping System was adopted. The Council of National Golf Unions (CONGU), which is made up of equal numbers of representatives from the four men’s unions and ladies’ unions and organisations, is the policy making body and the unions and organisations administer the system.
SCRATCH SCORE
The CONGU UHS specifies that the assessment of courses shall be in accordance with either a) The Course Rating System of the United States Golf Association (USGA) or, b) The Scratch Score System of the Ladies’ Golf Union.
In 2001 the LGU and the 4 ladies’ organisations agreed to commence rating all courses in Great Britain & Ireland in accordance with The Course Rating System of the USGA. Accordingly, some courses have been rated under this system and some will still operate in accordance with the LGU system. The LGU system will therefore be progressively phased out over the next few years.

Handicap Committees of Affiliated Clubs shall submit queries to the County Area Authority, who will submit them if necessary to the ELGA National Handicap Committee.
