TrophiesThe Trophy was presented by Mr T.H. Miller, Past Vice-President of the Ladies’ Golf Union for annual competition between teams from England, Ireland, Scotland and Wales.
The Hugh C. Kelly Cup shall be held by the Captain of the winning team.
Qualifications
1. A player in the Home International Matches shall be of the female gender and in all other respects the qualification shall be the same as that laid down by each country for its Close Championship.
2. Representation of a country shall be defined as one who has been selected to play for a country in the International Matches, has had her name included in the official list of team members for that match and has been present at the match venue.
Regulations
1. The tournament shall be open to teams of amateur golfers from England, Ireland, Scotland and Wales and shall be known as the Home International Matches.
2. A draw shall take place to decide the order of play between the teams. Each team shall play every other team.
3. a) A match shall consist of 3 foursomes and 6 singles, each over the same 18 holes. The foursomes shall be played first.
b) Scores shall be by team results. Each team shall score one point for a team win and half a point for a halved match.
c) When two or more countries have scored an equal number of team points and have each attained the same number of individual game points (including half matches), the tie shall be resolved by aggregating the number of holes played in the individual games won and the team with the fewest number of holes played shall be declared the winner. If still tied, the trophy shall be held for an equal period of time by each of the countries that have tied.
d) In the event of a need to resolve a tie as per (c), a game conceded due to injury or illness will be deemed to have been won over 18 holes.
e) The Committee reserves the right to make a decision in equity, when it is impossible to complete a match or series of matches.
4. a) Each country shall be entitled to nominate not more than eight players, without specifying who shall play in the foursomes and in the singles. If a team’s Captain is also a player, that team shall consist of not more than seven players and the playing Captain. These nominations must be forwarded to the Ladies’ Golf Union at least two weeks before the event and may be published by each country at its convenience.
b) Each Captain shall decide the order in which the team shall play and shall choose pairings for the matches.
c) The pairings and order of play for the foursomes must reach the Ladies’ Golf Union Office on site not later than 17.00 hours on the practice day and not later than half an hour after the conclusion of play of a match on the other days.
The order of play for the singles shall be handed in not later than half an hour before the team concerned is due to start in the afternoon. These lists shall be composed of the players previously nominated, with the following exception: should any of these nominated players be incapacitated by illness, accident or other unavoidable occurrence, another player not previously nominated may be substituted up to a period of 24 hours before the time fixed for the first match of the tournament. Failure to submit the order of play by the required deadline will result in the order of play from the previous day being used automatically or in the case of the first day’s pairings the nominated players will play and be paired alphabetically.
d) In addition to the above, should any of the above players be incapacitated on the day of the match by illness, accident or other unavoidable occurrence, another of the nominated players may be substituted up to the time the player is due to start from the first tee in the morning or in the afternoon. In the foursomes or the singles the substitute shall take the place of the player she replaces. A player who has been substituted in the morning may compete that afternoon.
Conditions
1. Players must be of the female gender and have been female at birth or have had the female gender assigned. For the avoidance of doubt, the Ladies’ Golf Union reserves the right to carry out a confidential case-by-case evaluation at any time either prior to or after the Championship if in its reasonable opinion such an evaluation is or becomes necessary. Any player in breach of this condition may be disqualified.
2. The matches shall be played in accordance with the Rules of Golf as approved by the R & A Rules Limited.
3. A player is prohibited from having a golf professional serve as her caddie during the stipulated round.
. Penalty for Breach of Condition: At the conclusion of the hole at which the breach is discovered, the state of the match must be adjusted by deducting one hole for each hole at which a breach occurred; maximum deduction per round – Two holes.
In the event of a breach between the play of two holes, the penalty applies to the next hole.
A player having a caddie in breach of this condition must immediately upon discovery that a breach has occurred ensure that she conforms with this condition for the remainder of the stipulated round. Otherwise the player is disqualified.
4. The ball the player plays must be named on the current List of Conforming Golf Balls issued by the R & A . Penalty for Breach of Condition – Disqualification.
5. Any driver the player carries must have a clubhead, identified by model and loft, that is named on the current List of Conforming Driver Heads issued by the R & A.
Exception: A driver with a clubhead that was manufactured prior to 1999 is exempt from this condition.
* PENALTY FOR CARRYING, BUT NOT MAKING STROKE WITH, CLUB OR CLUBS IN BREACH OF CONDITION:
At the conclusion of the hole at which the breach is discovered, the state of the match is adjusted by deducting one hole for each hole at which a breach occurred. Maximum deduction per round: Two holes.
In the event of a breach between the play of two holes, the penalty applies to the next hole.
Any club or clubs carried in breach of this condition must be declared out of play by the player to his opponent in match play or his marker or a fellow competitor in stroke play immediately upon discovery that a breach has occurred. If the player fails to do so he is disqualified.
PENALTY FOR MAKING STROKE WITH CLUB IN BREACH OF CONDITION: DISQUALIFICATION
6. If the player arrives at her starting point, ready to play, within five minutes after her starting time, in the absence of circumstances which warrant waiving the penalty of disqualification as provided in Rule 33-7, the penalty for failure to start on time is loss of the first hole instead of qualification. The penalty for lateness beyond five minutes is disqualification.
7. Players must walk at all times during a stipulated round unless permitted to ride by the Committee in accordance with the LGU Transportation Policy. A copy of the LGU Transportation Policy is available on the LGU website at www.lgu.org. Penalty for Breach of Condition: At the conclusion of the hole at which the breach is discovered, the state of the match must be adjusted by deducting one hole for each hole at which a breach occurred. Maximum deduction per round: Two holes. In the event of a breach between the play of two holes, the penalty applies to the next hole.
Use of any unauthorised form of transportation must be discontinued immediately upon discovery that a breach has occurred. Otherwise, the player is disqualified.
8. Each player is responsible for playing without undue delay. The pace of play condition will be available prior to play.
9. Each team may appoint one person, who must be an amateur golfer, who may give advice to members of the team. Such person must be identified to the Committee prior to the start of the matches.
10. Competitors must not make use of any drug to enhance performance. Should a competitor show evidence of use of a drug for non-therapeutic purpose, the Committee may require the competitor to undergo a drug test. Any player infringing this Condition may be disqualified. Competitors who are on medication and in doubt as to their clinical status should seek advice from the LGU via the Championship Office.
Note: It is recommended that each country should nominate a deputy for its Captain, to act in her absence.
